What 'civil works' usually includes
Foundations, structural concrete, blockwork, plastering, screeding, waterproofing, hardscape, paving, kerbs, drainage, retaining walls, boundary walls, and external utility runs. MEP is usually a separate package coordinated alongside.
Approvals, NOCs, and authorities
Most civil works in Dubai need Dubai Municipality or developer NOCs. Drawings are reviewed for structural safety, drainage, overlook, and material compliance. Skip this and the work can be ordered to be demolished.
How to scope a civil project properly
Insist on an itemised bill of quantities — square metres of paving, linear metres of wall, cubic metres of concrete. 'Lump sum' quotes hide variations. Add a 10–15% contingency for the unexpected and write change-order rules into the contract.
